The organization provides and administers a property and casualty insurance program pursuant to pennsylvania statutory authority for the benefit of its participants, government entities, at the lowest possible cost and strives to reduce the frequency and amount of losses, minimize the costs incurred by participants in the handling and litigation of claims, and to protect participants from the volatility of the commerical insurance market.

The organization returns a portion of policy premiums to its members in the form of policy dividends based upon claims experience thereby reducing the cost of coverage to participants.
