To help the Millikin Heights Neighborhood retain its diverse character as basically a desirable residential neighborhood. To promote efforts to maintain, beautify, and preserve the Millikin Heights Neighborhood To encourage enforcement of zoning ordinances which pertain to the Millikin Heights Neighborhood. To strive to correct influences that tend to congest the Millikin Heights Neighborhood, lessen its value, or endanger its residents. To promote cooperation with local governing bodies. To promote the preservation of historic and architectural edifices within Decatur's Historic District. To educate and inform the general public about the significant value of The Millikin Heights Neighborhood. To be good neighbors. Improve the fabric of the NWRAPS area streetscape through acquisition of properties, to rehabilitate those properties to BOCA standards, and to make these improved properties available for sale or rent to low and moderate income resident.
