Executive offices and association counsel -responsible for oea staff, operations, and maintaining legal compliance. Provides counsel to governance and staff.

Member services -contains of four main areas:communications provides internal and external communications services, including membership promotion services and program mailings.education policy research & member advocacy provides professional development activities for staff and members and assists the association in understanding and responding to critical educational reform issues.governmental services provides legislative lobbying and political action services, administers the oea fund for children and public education (dba the oea fund), and the oea political contributing entity.program delivery administers the uniserv delivery program to provide professional development training, bargaining, contract administration, grievance processing, and other vital programmatic assistance to affiliates and members. Administers the unified legal service program, the liability protection program, the association liability program, and the attorney referral program. Coordinates and administers the association's organizing plan for membership expansion, membership maintenance, and research services.

Business services -contains of six main areas:accounting carries out financial operations of the association including: financial reporting, audits payroll, maintains pension systems and benefits, provides trainings, assists affiliates with audits and compliance, and ensures compliance with oea policies.computer services implements all oea technology policy, equipment and software, designs, builds, and maintains the oea and affiliate networks, manages cyber risk, and trains staff on related issues.human resources - supervises employee relations and benefits administration, negotiates and monitors staff contracts, and administers programs developed to hire, train, and maintain qualified employees. Processes payroll and pension benefits.membership processes member enrollments and maintains records of accounts receivable.printing and mailing/physical plant prints, duplicates, copies materials and distributes all mail. Provides for the upkeep of owned and leased facilities and property and negotiates leases.
