Multifamily housing development services: one roof develops affordable rental housing opportunities for lower income households in our community and to help individuals experiencing homelessness. Multi-family projects include decker dwellings, a 42-unit apartment building located in duluth heights. Brewery creek apartments opened in fall of 2024, bringing 52 affordable housing units to duluth's central hillside neighborhood. Of the 52 units about half are designated for young adults who have experienced homelessness. Plover place, a new model for housing, opened in late 2024 and provides 24 units of affordable housing to unhoused single people. Birchwood apartments, located in grand marais with 24 units, was acquired in 2024 and remodeling work began in 2024 and will be finished in 2025. Brae view senior apartments was awarded final funding needed in 2023 and construction will start in the fall of 2025. The project will provide 72 units of affordable rental housing, including community space for childcare and office space designated for service providers.

Homebuyer education: home stretch classes and pre/post purchase counseling and education to ensure that lower income homeowners are prepared to be successful in their homeownership endeavors. Home stretch classes are offered 12 times per year. In 2024, 263 households completed the home stretch class, and 178 new households utilized homebuyer counseling services.

Expenses: $326K

Tenant-landlord connection (tlc) program: this line of business provides education, information, and problem-solving assistance as a way to improve tenant-landlord relations and reduce the number of housing evictions in our community. The mission of the tlc is to ensure that stable rental housing exists by educating existing and potential landlords and tenants regarding their respective rights and responsibilities and by mediating disputes between landlords and tenants. In 2024, the tlc served over 700 tenants and landlords and prevented 34 evictions.

Expenses: $232K

Family homeless prevention and assistance program (fhpap): in 2024, one roof began partnering with st. Louis county in administering mn housing's fhpap program. The fhpap program provides supportive services and financial assistance, such as rent deposits, rent payments, mortgage payments, or utility payments to eligible households that are homeless or at imminent risk of becoming homeless. In 2024, one roof provided a total of $127,398 in fhpap assistance across 66 households.
