The purpose of the trust is to improve communication between representatives of labor and management in the industry; preserve, identify and expand work opportunities; promote efficiency in operations and the economic competitiveness; promote the establishment and maintenance of quality training programs; establish and maintain mechanisms for monitoring and enforcing compliance with federal, state and local laws, rules, regulations and standards; and award grants to eligible employers who are collectively bargained with the union.
