To provide elderly residents of osage county, kansas with such services as they may from time to time require or find desirable and which, because of their age, they cannot provide themselves and which ought to be provided as economically as possible, including, but not limited to, transportation services, nutritional and related food services, and social services, all in a program which offers its participants an expanded opportunity to live their remaining years in dignity.
