On october 23, 1985, pichtr was incorporated as a nonprofit educational and research institution as permitted by the enabling statute.
Programs

Fiscal and administrative support - pichtr supports entrepreneurs in bringing new technologies to market. Our efforts range from assisting companies with business development, securing funding through technology investment and federal initiatives, commercialization of new technologies, and contract and administrative management activities to ensure efficient procedures are in place to meet project or programmatic deadlines, milestones, and deliverables. Pichtr assists organizations and companies in coordinating conferences and meetings to facilitate community networking and partnership opportunities. Coordination includes assessing meeting themes, preparing exhibitor and sponsor logistics, speaker invitations, choosing meeting venue, setting up on-site logistics (such as meeting rooms, audio visual needs, etc.), preparing meeting agenda, information flyers/brochures, maintaining registration information, collecting registration fees and making payment for conference expenses.
Climate adaptation and resiliency - pichtr's climate adaptation collective project tackles barriers to climate change adaptation by providing capacity building and advocacy to decision-makers and the general public to enable forward progress on the most critical change adaptation initiatives. Capacity building initiatives are focused on increasing awareness and understanding of climate change adaptation challenges, solutions and opportunities for hawaii. Advocacy efforts are focused on providing support for and recommendations on climate change adaptation initiatives and policies that will strengthen hawaii's resilience and economy.
Clean and renewable energy - pichtr's effort to develop new technologies is focused on clean energy. Pichtr is helping hawaii meet strict state government mandates to increase the use of clean energy and assist companies to develop and commercialize renewable-energy solutions.
International dual use - pichtr's international dual use (idu) program builds on our proven expertise in dual-use technology acceleration and incubation through the hawaii technology development venture (htdv). This program includes initiatives such as the j-star-x program funded by japan's ministry of economy, trade and industry (meti). The program provides resources for mentoring, matchmaking, partnership development, demonstration, testing, assessment, evaluation, and manufacturing through its sub-programs. As a member of the allied nations within the advanced prototyping and experimentation (apex) consortium under the joint experimentation & testing accelerator (jetx), pichtr is expanding partnerships to accelerate technology commercialization, enhance island security, and drive economic opportunities in the pacific islands specifically in american samoa, the commonwealth of northern marianas islands, federated states of micronesia, and guam.
