Pbi engages a grass roots approach to develop and initiate community enhancement projects that combat community deterioration and lessen neighborhood tensions through programs aimed at improving the quality of community life.

Special projects: 2024 projects included the continuation of a project alliance agreement with the village of philmont for the project management of a nys dos boa program award to the village consisting of pre-development activities for seven selected primary sites identified in the summit lake and its watercourse designated brownfield opportunity area plan (boa) outlined as philmont rising goals for the regenerative redevelopment and resue of post-industrial mills, buildings and infill lots as catalysts for village revitalization. 2024 results included 2 sites designed by rice+lipka architects design team receiving 2 archictectrual awards of design excellance -sarany and aia hudson valley. Continuation of project management of an intermunicipal lwrp agawamuck creek watershed management plan with participating towns of philmont, claverack, ghent, hillsdale and australitz involving an area of 22.9 square miles of watershed lands and watercourses that feed into summit lake in philmont on the way to the hudson river estrury as the final destination.

Small business program: 2024 projects included the continuation of pbi main street program by assisiting 3 major downtown mised-use buildings with nyms grants as the local provider and developing 113 main st to serve as a pbi office and visitor center to hold meetings and display program plans, drawings, maps, etc. That document pbi projects aimed at community development.

Housing program: 2024 projects included continuing to create a village wide housing plan to ensure diversity access to affordable housing, aging in place, and working families equitable access to ownership of historic housing stock and mixed-use storefronts creating livable neighborhoods and by developing the nomination for the village of philmont historic district consisting of 444 properties and cultural resources of which 352 properties were approved as "contributing and listed on the state and national registries of historic places in march 2024.
