In response to pennsylvania's environmental challenges, the consortium for scientific assistance to watersheds (csaw) has, since 2001, developed and implemented a succesful capacity-building model that provides watershed grounds, lake management associations, and community and municipal leaders the necessary programatic and technical assistance to effectively address local water-quality concerns, restoration, and protection efforts across the commonwealth of pennsylvania.
