The hcbs consolidated children's waiver in new york state provides caregiver/family advocacy & support services to help families care for children with disabilities in their homes and communities.level 2 services focus on enhancing the family's ability to support the child by providing education, advocacy, and resources. These services aim to:empower caregivers to independently access community services.encourage self- sufficiency in caring for the child at home.educate and train caregivers on available resources to advocate for the child's needs.this program is designed to prevent institutionalization and ensure children receive appropriate care in a family-centered environment.

Day habilitation: a daytime program that furthers consumers' individual goals of improving living skills, integrating into local communities and raising quality of life by providing all available resources necessary.

Other programs provide other services to the developmentally disabled population. These programs include, supportive and round-the-clock supervised group residences where persons with special needs live as integrated members of the community, in home and site based respite, home family care (hfc), individual supports and services (iss). Additionally, children's home community based services (hcbs) offered support and services to children in non-institutionalized settings that enabled them to remain at home and in the community.
