Expenses include labor, materials, and installation of vaults and meters, and initial testing needed to install meters, vaults, and curbstops at individual homesites.

Expanding water system to additional zones within the service area. Revenue includes commitment fees from developers. Non-capitalized costs incurred include consultant fees and permitting. Capitalized expenses, described in schedule D and expansion of the system to additional zones.
