To promote commercial, industrial and recreational development that enhances both the tax base and the quality of life in east moline; provide financial assistance to and encourage businesses to locate in identified project areas; target businesses which will provide training for unemployed or underemployed individuals and secure unsafe properties in economically depressed areas; and offfer sites on favorable terms to new or existing businesses.
