The corporation shall at all times be operated as an organization that is organized, and at all times operated exclusively, for the benefit of, to perform functions of, or to carry out the purposes of regional industrial development corporation of southwestern pennsylvania, a pennsylvania nonprofit corporation ("ridc swpa"), as long as ridc swpa is a "qualified supported organization," by relieving poverty, lessening neighborhood tensions, lessening the burdens of government and combating community deterioration by developing an industrial development project at a location within the city of pittsburgh, pennsylvania that is in a low income community within the meaning of section 45d(e)(1) of the code.
