The roofers local 241 market recovery program ("program") is sponsored by the board of trustees ("trustees") of the roofers local 241 market recovery trust fund. The primary goal of the program is to maintain and, where possible, improve the union's current market share in the roofing industry. The program, coupled with effective labor management relations, a pool of qualified manpower, ongoing training of apprentices and journeymen, competitive labor agreements and effective union organizing is intended to protect the union's share of the roofing market.
