The Early Head Start project promotes school readiness by enhancing childrens cognitive social and emotional development. The program serves pregnant women and children,and their families, who are under the poverty line or are eligible for public assistance.

Authorized by the Older Americans Act, the program provides subsidized, service-based training for low-income persons 55 or older who are unemployed and have poor employment prospects.
