To serve the rural electric cooperatives in south dakota, to promote the effective development of rural electrification in south dakota on a cooperative, non-profit basis.

Youth tour - participating cooperatives and high school students from those cooperatives go to washington, d.c. To learn about usa history, meet senators and representatives, take part in debates, learn about the political process and cooperative electricity, and teach principals for future members of the cooperatives. Youth excursion participants of south dakota cooperatives go to basin in north dakota to learn about electricity with fellow high school students from different cooperatives.cfc grant for $22,050 used for youth tour and youth excursion.
Touchstone energy promotions to promote the cooperative principles to cooperative members and the general public at fairs and various events around south dakota.
