SeFPC monitored and/or participated in litigation in which parties challenged laws pertaining to the federal government's hydroelectric power programs. Members of SeFPC are entitled to a first purchase or preference right to purchase surplus hydroelectric power generated at federal hydro power projects. SeFPC participated in, or monitored, pertinent litigation to protect those preference rights. SeFPC was involved in a number of legislative efforts aimed at preserving preference power rights and maintaining allocations of energy available for purchase by preference entities. These activities consisted primarily of educating congressional members and their staffs as to the effect of various pieces of legislation on preference entities and their customers. SeFPC engaged in educational activities directed at legislative efforts and governmental agencies with responsibilities that bear on preference power rights and allocations and the general public in the SE section of the US.
