Mission
The mission of the electric infrastructure security council, inc. (continued on schedule o) (the "eis council") is to provide educational programming and host international initiatives to coordinate infrastructure protection against electromagnetic threats, in partnership with government representatives and nongovernmental organizations ("ngos"), working both,a. To consider and address the risks posed to critical electric infrastructure from natural sources, such as severe regional earthquakes, pandemics, solar flares (which can cause massive geomagnetic storms), as well as man-made sources, such as a large scale cyber attack or a physical attack (e.g., on critical grid nodes or with a high altitude electromagnetic pulse "hemp"), and b. To stimulate national and international multi-sector coordination and cooperation in infrastructure protection.

Ginom | expanded development and planning: ginom represents a new, unique capability, essential to navigate extreme disasters. The system is often described as a multicorporate simulation operating system (mos) for situational awareness and decision support during catastrophes. Allows ai-guided collaboration among companies and partners to prepare for or recover from extreme disasters. Achievements include phase 2 successfully completed and submitted to imoe and approved.following the successful acquisition of phase 2 competitive award, the third phase of the ginom imoe project began (continued on schedule o) in june 2024, with the goal of increasing the realism of the ginom simulation engine and creating an enterprise-grade software framework and graphical user interface for setting up, running, and analyzing simulations.
The epro blackstart handbook: this project developed and published a peer-reviewed handbook, reporting on extensive research into the growing problems associated with blackstart (grid restart) capabilities, and recommendations for approaches to address these issues, both today and as the grid transitions to primarily renewable energy resources. Issues addressed: ensuring grid restart capabilities are not lost in the transition to renewables. The findings and recommendations focus on both technology and policy challenges and recommended changes needed as the grid shuts down large scale hydrocarbon generating stations, in its evolution toward distributed renewable resources. (continued on schedule o) this year's accomplishments include: - eis council received one-year, no-cost extension of their grant support for "epro handbook v: blackstart power restoration for a greener grid". - that one-year extension allowed additional research and information from principal author and editor-in-chief dr. Paul stockton, co-author and contributing editor dr. Chris beck, contributing author and researcher michael ross, contributing editors avi schnurr, david roop, steven naumann, tom galloway, frank koza, and clayton clem, as well as 34 highly qualified additional peer reviewers.
Eis webinars: eis convenes decision makers and experts in black sky hazards and resilience solutions, with outreach to a global audience. Eis council informs interested people in the us and worldwide. Publicly available, free webinars take place regularly, featuring global leaders and experts ranging from national cyber directors to assistant defense secretaries, members of congress and a wide range of technology and policy experts, discussing critical, timely topics in infrastructure resilience. Eis webinars continue to gain in status and participation. The webinars are usually held every other month and have consistently drawn registrations of 200-500 people. The webinars, by necessity, have the expert panel in discussion, while the "audience" can interject questions of comments via chat. Thanks to the interest of a broader audience, we increased our database of prospects to 15,000.
Earth ex : earth ex, is the world's largest multi-sector, multi-nation resilience exercise series, focused on preparations for extreme, black sky disasters. In its first five years, more than 11,000 participants from more than 40 nations were engaged. Local emergency managers, health care and assisted living facilities were particularly appreciative for the training opportunities these unique exercises provided for vulnerable communities. Building on its remarkable history, plans are moving forward for a major upgrade: a new multi-player platform powered by ginom -- to enable, truly collaborative multicorporate black sky exercises, worldwide. Once complete, ginom mos will provide the vehicle for multicorporate simulation in the new earth ex platform. This will enable operators in different sectors to collaborate on recovery options in a wide variety of extreme disaster scenarios. While ginom's development continues, the earth ex team is hosting a series of onlineearth ex live! Exercises to test and optimize planning for the new platform. A. Earth ex reboot: raising the bar for disaster planning exercises. When complete, the upgrade will make earth ex a completely new, first-of-its-kind, highly engaging interactive experience, ready for the next five years and beyond.b. Cybertech: the earth ex team supported cybertech in tel aviv and new york in 2024 with a challenging exercise delivered in a limited time format. C. Available organization-focused exercises:in parallel with the earth ex upgrade, we continue hosting a series of online black sky exercises. These are available and free to play at any time through our website. These scenarios include cyber, electromagnetic pulse, megafires, extreme flooding. D. Earth ex live: the earth ex team incorporates a live multi-sector exercise with audience involvement multiple times a year. Experts from different rotating sectors discuss their approaches to dealing with large-scale scenarios that impact all sectors. Earth ex live attracts hundreds of participant registrations for each event.
R2p summit: in april 2023, the eis council and imperial college london launched their first joint summit. The event washeld at imperial college london premises with over 200 participants. Throughout the conference, expert panelists examined emerging, extreme "black sky" hazard scenarios, as a growing threat to our civilization's tightly connected interdependent infrastructures, and an expanding risk for human continuity. In each session, scientists, political and industrial leaders, educators and policymakers from many sectors and nations led what also became an extensive dialogue with conference delegates, considering both these evolving threat scenarios and, as a special focus, concrete recommendations to build societal resilience for our rapidly changing world. The partnership with imperial college continued, with the second conference, renamed the resilient, renewable society (r2s) taking place in september 2024.in the intervening months between the two major conferences listed above, eis continued its excellent partnership with pjm interconnection, the world's largest electricity market in the world, also recently hosted the resilient, renewable electric planet (r2ep) on conference on february 5-6, 2024, with 40 speakers and 100 attendees. Perhaps the most important output of the r2ep conference were the facilitation efforts that have since continued. Leaders from across the electric sector and its partners participated in working groups, focusing on action-oriented options for a robust, resilient, greener future. The initial working groups formed were: blackstart;resilience and redundancy policy; emergency communications and emergency management; and data center resilience. The conference explored the implications of these and related options for interdependent sectors:government, finance, transportation, energy, and lifeline utilities. As a resultof this conference, eis created the four working groups that continue the discussions monthly, developing whitepapers and other plans and strategies to implement improvements in blackstart capability, promotion of resilience through incentives and regulations, robust communications for the energy sector that are not reliant on commercial telecom, and a more holistic look at data center energy use and security.
