Mission
We are a foster-based, all-volunteer organization that saves and improves the lives of vulnerable animals by providing care and placing adoptable animals into loving forever homes.

Community cat program: HSLC performs the critical task of trap-neuter-return (TNR) for feral cat colonies in the community. TNR is a proven method for improving health and decreasing the population of cats living outdoors under the supervision of experienced caretakers. By providing vaccinations, medical treatment, and preventing overcrowding, the TNR program ensures a safe environment for animals and people. The community cat program helped 131 cats and kittens through TNR or relocation.
Financial assistance program: HSLC provides funds to assist Loudoun County residents experiencing a financial hardship that is impacting their ability to provide necessary medical care to their pets. Pet owners are required to complete an application and if approved must contribute a portion of the medical expenses. HSLC believes that helping residents overcome temporary financial setbacks in such a way, enables a pet to stay in a loving home and reduces intake at the county animal shelter which in turn reduces the euthanasia rate and taxpayer liability. In 2024, HSLC assisted 44 households through this program. Additionally, HSLC partners with Loudoun County Animal Services and Loudoun Hunger Relief to operate a food pantry for low-income residents with pets. Almost 7,200 dog and cat kits of pet food were distributed to families in need. Finally, HSLC provides donated pet supplies to the general public as needed.
