To teach and educate youth in rules, laws, skills, and fundamentals of soccer, to promote, develop, control and regulate amateur and youth soccer; and to govern league and tournament play within rsa. To this end rsa shall do any and all acts desireable in the furtherance of the foregoing purpose.
