Tlbr's mission and exempt purpose is to enhance the overall health of participants through exercise, education through hands-on sessions concerning bicycle skills, safety, maintenance, nutrition and self- improvement, and improves the overall welfare of participants and, particularly, underprivileged participants who may not have access to such opportunities, through participation in all of the foregoing and the awarding of scholarships.
