To provide funding, resources, and support for programs designed to foster development of leaders and leadership qualities, including leadership training and mentorships; and to provide leadership resources to non-profit groups, public offices, and others.

Education initiatives: education initiatives include partnerships with higher education institutions and innovative growth companies to help upskilling and retraining workforce. The main focus in this year'sprogram leadership: leadership contra costa was created to identify and promote the skills as a current or future leader, enhance the participant's knowledge of the contra costa region, expand involvement in community affairs and increase communication among the most active and involved members of this community.
Economic development: economic development is the creation of wealth in which community benefits are created. There are only three approaches used to enhance local economic development. They are: business attraction, retention and expansion - enhancing existing businesses. These programs are in association with the city of walnut creek in the development of an economic development action plan. The economic development action plan includes designing, and implementing economic development strategies, as well as acting as a key liaison between public and private sectors and the community.
