The promotion and fostering of the improvements of the general neighborhood of the village of white post, promoting and fostering the improvement of housing conditions and the living environment in such area: promoting and fostering development educational programs for the residents of such area as to methods of improvement of housing and living environment in such area, and marshaling all resources that would aid in such development.
