To lessen the obligations, duties, responsibilites and burdens of the City of tampa government within the Ybor City area to facilitate, advance and affect the improvement, development, redevelopment and revitalization of Ybor City and surrounding areas. In addition, to undertake, directly or indirectly, the development of the Ybor City Redevelopment Area abd the surrounding areas within the City of tampa; to undertake any activity contributing to the elimination of slums and blight within the Ybor City Redevelopment aArea of the City of tampa.
