To operate a school to provide instruction in horological conservation, restoration and repair. To structure a ciriculum that will educate disable u.s. Military veterans in horological arts and sciences specifically aimed at meeting the individual needs of the veteran and his/her physical limitations; to assist graduates from the institute in obtaining employment opportunities; to provide graduates from the institute with access to the institute's machine shop, woodworking shop and library of rare manuals and numerous other publications.
