Policy education and field building - the policy advocacy and field-building program provides members and decision-makers with research, policy education, and advocacy efforts to influence private, philanthropic, and governmental investors to responsibly meet the asset-building needs and opportunities of low- and moderate income communities. Through nalcab's support and the benefit of the collective nalcab network, members may develop and advocate for policy strategies that serve their communities at the local, state, and federal levels. Nalcab publishes research and case studies on issues such as small business growth in latino communities, housing stability, and place-based economic investment. These activities strengthen the field of asset building, enhance the visibility of community-based organizations, and contribute to a more resilient and prosperous national economy.

Lending and asset management - as a u.s. Treasury-certified cdfi and intermediary lender, nalcab provides culturally relevant financial products and services that expand access to capital and advance economic mobility in communities across the united states, with a particular focus on latino and low- and moderate-income communities that face barriers to investment. Nalcab supplies its members and borrowers with capital, liquidity, and scale to finance affordable housing, support small-business growth, and strengthen family financial capability. Offerings include commercial real-estate loans, small-business loan capital, affordable-housing project loans, loan participation financing, loan guarantees, and blended packages that combine lending with technical assistance or grants. Lending capital is sourced from revenues, cash reserves, private philanthropy, bank financing, the cdfi fund, and the us hud, including the rural capacity building program. Escalera community investments, llc (escalera), an asset management company owned by nalcab, manages two mission-driven investment vehicles: nalcab catalyst fund i, llc (the catalyst fund and the acceso loan fund, llc (acceso). The catalyst fund targets and operates investments in single- and multifamily projects that provide households with access to employment, quality education, and healthcare resources, all essential factors for advancing economic mobility. Acceso is a national small business loan fund that supports growth-oriented lending to designed to strengthen the capacity of community-based, latino-led nonprofit lenders by providing growth capital that enables them to serve more entrepreneurs in undercapitalized markets. These investments expand access to responsible capital, promote small-business development and housing stability, and support long-term community wealth-building and national economic prosperity.
