To educate and support the adults who care for young children and advocate for public support for quality early education and care for all children.

Child care referral and family programs: 4c is focused on helping families find and choose quality care and empowering families with knowlodge and skills to ensure their child's optimal development. 4c uses a comprehensive database of child care centers, preschool programs, family child care homes, head start programs, and after-school programs to provide child care referrals to families. In fiscal year 2024, 4c served 1,002 familes through workshops, referrals, and resources of which 476 were families with special circumstances or needs. The 4c children's services hub program works collaboratively with private and public children's service agencies to build connections to resources within our local communities to recruit new foster and adpotive families in our region. In fiscal year 2024, 821 family inquiries were received by 4c. Additionally 47 community partnershps were created and 28 health and family safety kits were distributed to foster and adoptive families.

Expenses: $933K

4c's child nutrition program administers the federal meal reimbursement program for child care providers. The program makes it possible for children to receive healthy, nutritious meals while in child care and develop healthy eating habits at an early age. In fiscal year 2024, 4c supported 371 child care programs through the child nutrition program, providing $3,840,575 of reimbursement worth of nutritious meals to children in child care.

4c business support programs include business expansion and start up services and child care careers. 4c business expansion and start up services helps increase seats in child care. 4c worked with 168 programs resulting in 76 child care businesses earning new or expanded licenses and 92 with applications in for approval. This in total resulted in 927 new child care seats with a potential of 672 more for those with applications in for approval. Child care careers is an initative to attract new people to the early childhood education field and provide them with the foundational training needed to quickly move into a child care role. Child care careers helped recruit and train 135 individuals that completed the program and of those 93 new educators employed in the field.
