The low income home energy assistance program (liheap) and doe weatherization assistance program provide weatherization services and education on reducing energy consumption to low-income households living at or below 150% of the federal poverty level. Program guidelines are provided by the u.s. Department of health and human services office of community services, and the texas department of housing and community affairs. Priority is given to households with people over age 55, persons with disabilities, children under age 5, and households with high consumption of energy. Program achievements:120 homes weatherized that will result in $701,866 in energy savings over the next 5 years

The community services block grant (csbg) provides funding for activities that reduce poverty, revitalize communities, empower low-income families, and allow individuals to become self-sufficient. The following programs are provided with csbg funds: career & academic readiness program, patient assistance program, housing counseling, utility assistance, and information and referral to community resources. Program guidelines are provided by the u.s. Department of health and human services office of community services, the texas department of housing and community affairs, and other public and private grantors for specific programs. Program achievements:18,920 clients served, 19 transitioned out of poverty, 579 clients provided eye glasses, 45 families provided affordable housing,70 families assisted with foreclosure prevention, and 6 families purchased their first home.

Project bravo receives various nonfederal grant funding to provide services that assist and support low-income families in the el paso area. In addition project bravo manages 36 low-income eligible apartment units.
