Strengthening neighborhoods by providing quality affordable housing, advocacy, education, and supportive services to individuals and families of primarily low/moderate incomes.

Housing Development - Working primarily in the Hilltop neighborhood and Prairie Township, HOTH provides low- and moderate-income households the opportunity to purchase or to rent a home that is safe, decent, and affordable. HOTH uses two strategies to provide affordable homeownership: completing comprehensive rehabs of existing houses and building new infill houses on vacant lots. Houses generally include features that improve energy efficiency, sustainability, and accessibility. Construction costs are subsidized with grant funds to make the houses affordable to low- and moderate-income households.

Property Management - HOTH independently owns and manages several units of affordable rental housing. HOTH has also partnered with other entities to build and own over 200 additional rental units in the Hilltop neighborhood; these are managed by HOTHs partners in the projects. All of these rental properties are rented to eligible low- or moderate-income households.

Community Programs - HOTHs community programs seek to improve quality of life in the Hilltop. HOTH coordinates the Belvidere Healthy Living Garden. HOTH also supports other neighborhood groups with their activities by serving as a fiscal agent, sponsoring events, and having an information booth at community events.
