Community improvement program - this program is primarily comprised of two components, the low income home energy assistance program (home energy) and the weatherization assistance program (weatherization). The home energy program provides payment assistance for income eligible individuals throughout essex county. The weatherization program provides assistance for eligible homeowners, landlords, and tenants with home improvements related energy conservation measures.

Personal development program - administers rental assistance and other development programs. The program engages primarily in educational and employment services meant to assist the individual to become economically self-sufficient and a contributing member of society.
